A couple started moving out and they started appearing in apartments next door. Some people got rid of them but they are reappearing. Landlord is doing nothing about them. Have no idea what to do. Stay away from renting there

Room Number: The whole damned building!!
Potomac Towers is run by Hagerstown Housing Authority under the guidance of HUD. This is low income housing for elderly and disabled individuals. The reason the whole building is infested is because Hagerstown Housing Authority is making the tenants pay $450 for extermination. It doesn't matter if it's a 1BR, 2BR or efficiency. Same price. The "after hours" fees they charge are bad enough ($86.16 for a lockout), but to think that anyone living on Social Security Retirement or Disability could afford to pay for extermination is ludicrous and criminal. Maryland's Landlord/Tenant Laws state that it's the landlord's responsibility to pay for extermination in a multi-unit dwelling. They need to exterminate the entire building. Otherwise, the bed bugs will never go away.
